Dear Sir/Madam:

Greetings in the name of Rotary!

I am Edwin Seymour Chiu, incoming president of the Rotary Club of Bagumbayan Manila of District 3810.

Since 1993 and every other year thereafter, the Dept. of Education, Allied Banking Corporation, the ten (10) Rotary districts nationwide, with RC Bagumbayan Manila as National Coordinator, have successfully conducted and sponsored the Voice of Our Youth (VOY), an impromptu speaking competition.

The VOY is open to all Filipino high school students, 14-18 years old, from private and public schools nationwide.

The purpose of the the VOY is to develop in the Filipino youth world-class proficiency in English communication. The competition is intended as a catalyst towards this objective by encouraging programs at the school level beyond the usual oratorical and declamation contests. An English proficiency program would, as a minimum, require students to be widely read, to enable them to think on their feet positively and constructively, and articulate their thoughts clearly and effectively. English proficiency in the Filipino youth is important because English has become the de facto international language of commerce and of the universal understanding and cooperation.

The contest happens to fall on RY 2008-2009 and we would therefore request your valuable assistance in seeing through this biennial national event. I am sure that the past district governors from RY 2006-2007 would know of this.

To begin with, we kindly request for a designated Rotary Club (and the name and contact details of the president) in your respective district to coordinate with us during the period of the contest. It would help if that Rotary Club had handled this contest in the past. We hope to get the information latest next week.

The target dates for elimination are as follows:
Club Level Competition (Elimination) - on or before Oct. 18, 2008
District Level Competition (Semifinal) - on or before Nov. 22, 2008
National Level Competition (Grand Finals) - Feb. 6, 2009

The full instructions/application forms are under printing and we shall send them to the Rotary Club of your choice in due course.

VOICE OF OUR YOUTH

VOICE OF OUR YOUTH is an impromptu speaking competition open to Filipino high school students, 14 to 18 years old, from public and private schools nationwide. It seeks to develop the students' ability to form their point of view on a particular topic within a limited preparation time and to effectively convey their message to an audience in plain English. The competition aims to inspire the Filipino youth to attain world-class proficiency in English communication, in furtherance of universal understanding and cooperation.

COMPETITION LEVELS
1. Club level competition (Elimination Round)
" to be participated in by students from schools within the territory of a participating Rotary Club
" to be managed by the participating Rotary Clubs within each Rotary District; each club to select one official representative to the District Level Competition
" to be held on or before October 18, 2008

2. District Level Competition (Semi-final Round)
" to be participated in by the official entries of the participating Rotary Clubs within each Rotary Districts; each district to select two official representatives to the National Level Competition.
" to be managed by each of the 10 Rotary Districts; each district to select two official representatives to the National Level Competition.
" to be held on or before November 22, 2008.

Note: There should be at least 15 contestants in each District Level Competition. Otherwise, the District level winners of the Rotary District concerned will not qualify to participate in the National Level Competition

3. National Level Competition (Grand Finals)
" to be participated in by the 20 District Level winners
" to be managed by the National secretariat, to select the National champion and one Runner-up
" to be held on February 6, 2009, 2:00p.m. at the Philamlife Auditorium, United nations Avenue, Ermita, Manila

CONTEST RULES AND GUIDELINES
(Applicable to Club, District and National Level Competitions)

1. A common topic will be the subject of the contestant's speeches in each competition. The topics to be chosen will be within the competence of an average high school student. These shall be prepared respectively by the Rotary Clubs/Districts and the National Secretariat.

2. Shortly before the start of each competition, the contestants will be asked to draw a number to determine their speaking sequence and thereafter, will be isolated in a place outside hearing distance of the proceedings.

3. The contestant will be individually informed of the chosen topic after every five minutes, in accordance with their speaking sequence. They will be given 15 minutes to prepare. The contestants may write notes in preparing their speeches but no notes or codes will be allowed on stage.

4. Each contestant's speech should not be less than four minutes but not more than six minutes. A signal will be given on the fourth minute to guide the contestants.

Points may be lost if a contestant falls below or exceeds the time requirement.

5. The contestants will be judge according to the following criteria:
" Substance of speech
" Relevance and originally of ideas presented
" Effective use of the English language; and
" Spontaneity and overall effectiveness of delivery

The contest is not a debating, elocution, nor an acting competition. Thus, the use of dramatics or unnecessary gestures should be avoided by the contestants.
6. the decision of the Board of Judges of the Club, District and National Level competitions shall be final and cannot be appealed.

7. any queries or matters of concern that may be raised regarding the interpretation of the contest rules and guidelines in the conduct of the Club, District and National Level Competitions shall be respectively decided on by the Club Presidents, District Governors, and the National Secretariat, whose decision will be final.

8. The competition sponsors reserve the right to release to media materials on contest rules and proceedings.

PRIZES

Winners in the National and District Level Competitions will each receive a trophy plus a cash prize,:

National Champion P 50,000

Runner-Up P 40,000

District Winners P 15,000


NOTE:

1. The prizes for the winners in the District Level Competitions will be awarded during the National Level winner to participate in the National Level Competition will result in the forfeiture of the prize.
2. Winners in the ten District Level Competitions and their official chaperons(one chaperon per winner) will be provided free transportation, hotel accommodation and meals for two days for purposes of their participation in the National Level Competition.


IMPORTANT NOTE

1. Interested students should submit their duly accomplished application form, with three photocopies thereof and four passport-size colored ID photos, to the Rotary Club nearest their school, not later than September 19, 2008.
2. Qualified applicants will be notified by the Rotary Club concerned as to the specific date, time and the venue of the Club Level Competition at least seven days before the contest date. Any change will disseminated accordingly at least three days before the contest date.


3. For purposes of their participation in the District Level Competition, the respective Club Level winners will be similarly notified at least 15 days before the contest date. Any change will be disseminated accordingly at least seven days prior to contest date.
